Devorah Silver[1] was a witch and a member of the Elders. In early 2019, after it was revealed to be fellow Elder, Charity Callahan, that had been killing other Elders, Elder Silver presided over the trial of Whitelighter, Harry Greenwood, who faced scrutiny for his complicated history with Charity and was found guilty of placing the Vera-Vaughn Charmed Ones in danger. On May 5, 2019, she was killed by the demon, Hunter Caine, in order to bring about the Apocalypse.
History[]
In "Surrender", Devorah Silver presided over the trial of Harry Greenwood, where he was found guilty and stripped of his powers. She later remotely teleported the Vera-Vaughn Charmed Ones to the Elders' headquarters when they attempted to expose magic to mortals. Mel, Maggie Vera, and Macy Vaughn attempted to force her and the other Elders to reinstate Harry's powers, but they refused. Instead, she simply reasoned that, as Harry had accepted the consequences of his actions, the Charmed Ones should too. The girls were then teleported back to their attic, but not before Mel told all of the Elders that they were duped by Charity Callahan as well and asked where their culpability was.
In "Ambush", Devorah went to the Charmed Ones to ask for help in finding and stopping who was responsible for the recent deaths of Elders. Despite their differences, they agreed that it was best to work together. Using the Projection Canvas, the group discussed the Apocalypse and their assumptions that the Source of All Evil and the Sacred Flame were the same thing.
The group first planned to stop the killer by luring them to the Elders' headquarters. However, Hunter Caine was rather easily able to overpower the Elders' attempt to stop him, killing most of them and leaving Devorah as the last remaining Elder.
Later, after the sisters had found the weapons that Marisol Vera had created for them, the group confronted Hunter at The Haunt and Devorah used her powers to transport herself, the Charmed Ones, Harry, and Hunter into a pocket dimension in order for the sisters to battle the shapeshifting demon.
Unfortunately, while the sisters managed to gain the upper hand and eventually vanquish Hunter with the use of Maggie's Empathic Staff, Hunter threw a knife at Devorah in his final moments, impaling her in the chest. Despite Harry's attempts to heal her, Devorah died and withered away into nothing.
Personality[]
This witch had a strong, authoritative personality. She had firm beliefs and was contemptuous of disagreements. Nevertheless, she was willing to forget about the differences for one common goal and even risk her life to vanquish the demon that killed her friends.
Physical Appearance[]
A tall Caucasian witch with long blond hair. She favored white clothing to display her Elder status and power, as did all other Elders.
Powers and Abilities[]
- Basic Powers
- Spell Casting: The power to cast spells and perform rituals.
- Whitelighter Resurrection Ritual: Through this ritual, the Elders are able to turn dying mortals into Whitelighters.
- Energy Beam Emission: Through the Solar Charm, she was shown to emit beams of powerful energy with the aid of other Elders.
- Potion Making: The power to brew and concoct potions, remedies, and elixirs that have supernatural properties.
- Active Powers
- Fading: The power to move from one place to another instantaneously.
- Remote Fading: The power to teleport other people and objects. She used this power to summon and banish the Vera-Vaughn Charmed Ones from the Elders' dimension.
- Muting: The ability to take away someone's voice, preventing them from being heard. Devorah used this power to take away Harry Greenwood's voice during his trial.
- Pocket Dimension Creation: The ability to create a pocket dimension.
- Power Stripping: The power to take away another magical being's powers. This is a collective power to strip Whitelighters of their powers that requires the aid of other Elders to be used.
- Inactive Powers
- Immunity: Being a witch, Devorah is inherently immune to certain magical abilities (e.g. the songs of the sirens and to the effects of pixie dust).
Equipment[]
- Magical Staff: Elder Silver carried a staff on her missions and Elder meetings. It is unknown what happened to the staff after her death.

Trivia[]
- It is unknown why Elder Silver withered away after she was killed by Hunter. As a human witch, she should have simply suffered a normal death like all the other Elders.
- One theory suggests that her body withered away, because she was in a pocket dimension which she had created at the moment of her death, and when she died, as the dimension ceased to exist, her body also did. However, one could still argue that the pocket dimension should have just ceased to exist and her body returned to the Haunt in the real world with the others.
