More than likely Modesty renamed it because all we know the chip did was block Harry's memories of being Harry, not block his magic - Harry never tried using magic while thinking he was James, and the only time he was close to doing that was when Jordan told him to heal Macy, which he didn't think he could do because he couldn't remember being Harry. The article wasn't deleted, just renamed and modified to fit the new name.
And before you say it, it is explained in the episode that Harry wasn't able to Orb because he had been injected with Darklighter poison, not because of the chip.
My biggest thing is why did she name it "Chip of Memory Blocking?" That's not even grammatically correct. It should be "Memory Blocking Chips", since we know that there's more than one and that's more grammatically correct. Right?

At first I wanted to write "Memory Blocking Chips", but then I remembered that the chip was shown only one and we don't know if there are others like it. Perhaps that was the first prototype, and Harry was the first test subject. But apparently my first impulse was more correct, and I really should name it "Memory Blocking Chips", just like I wanted from the beginning.
